Romano stated that Simons is highly likely to join Chelsea. However, before finalizing a deal for the Dutch international, the Blues must first focus on outgoings. Both Simons and Garnacho remain key targets, and Chelsea are working aggressively in that direction, having already completed several outgoing transfers in recent days.

Notably, Lewis Hall is set to join Everton permanently in a deal worth £25 million, potentially rising to £29 million with add-ons.
